Nope, thats not the reason it dosent work.
While looking through dlclist.xml i noticed that your mods have dlcpacks:\... while other ones usee dlcpacks:/... like on pic (https://i.imgur.com/TeCBMHQ.png) Ill try to change it and update you if it helped
I'd like to add that the policeb replacement worked without any trouble, maybe add replace option?
