Instead of using "set/freeze wanted level" for 2 stars, there is also "set maximum wanted level" that I didn't notice before, which works better than set/freeze.
one balance change I'll have for sure in v1.2: line 410 in dispatch.meta, set vehicle set to police2 (https://gta.fandom.com/wiki/Police_Buffalo) instead of police3 (https://gta.fandom.com/wiki/Interceptor) to spawn in roadblocks while at 3 stars. police 3 being the slightly faster one, and police2 being the counterpart to the fib buffalo (https://gta.fandom.com/wiki/FIB_Buffalo) that is spawning in roadblocks while at 4 stars.
