The OIV provided with the download messes with the dlclist and causes stuff to load improperly. Before you install, locate your dlclist and make a copy of it, use the OIV, then replace the dlclist with your backup and manually add a line for "lwe".
This still doesn't even work for me because whoever is in charge of this page decided not to include the NVE compatibility files.
