This texture mod adds an Inglewood Police livery to your '99 crown victoria police car.
Path to vehicle files:
C:\Program Files (x86)\Grand Theft Auto V\x64e.rpf\levels\gta5\vehicles.rpf\
Installation guidelines:
1. Using OpenIV, replace the enclosed texture file inside YTD file.
(Eg, if your model is police.ytf, then use police.ytd).
2. Save the file and launch the game.
The model is not mine. I only created and uploaded the texure.
Use the following file to get the model, if haven't got yet:

The resolution and quality of the images are far from the best but I will upgrade this texture as soon the model gets better LODs, as well as I didn't want the files to be too big which would possibly slow down the performance (generally speaking about modding)
